I'm in Seattle (for the last 3 years and luvin' it), and recently got more involved with the social tech scene. Two things really opened the door - Refresh Seattle and participating in barcamp. Since then things have been awesome. I've met lots of great people. Alot of these people are on Twitter and so that experience has also become richer. If things don't pick up for you in ND, you can always try Seattle. enjoying where you live is at least as important as what you do for a living.
